strawberry-rhubarb sangria

Ingredients
1/4 cup sugar

1/2 cup water
2 rhubarb stalks, cut into 1/2" pieces
1/2 cup fresh orange juice (from 1 orange)
1 orang, halved and cut into 1/4" slices
1 pint strawberries, hulled and quartered
4 cups (32 ounces) chilled seltzer
1 bottle (750 ml) chilled sparkling wine - try Champagne or Prosecco
Ice
